The Customs-Trade Partnership Against Terrorism (C-TPAT) is a voluntary public-private sector partnership program led by U.S. Customs and Border Protection (CBP) 1. Designed to strengthen international supply chains and improve US border security, C-TPAT certification provides compliant importers with tangible benefits, including reduced customs inspection rates and expedited cargo clearance 2.
Overseas manufacturers supplying US C-TPAT tier importers must satisfy mandatory Minimum Security Criteria (MSC) across their manufacturing, warehousing, and shipping facilities 3.
The C-TPAT MSC framework covers twelve security domains grouped into three primary pillars:

A fundamental requirement of C-TPAT is the mandatory application of a high-security bolt seal to all ocean containers and truck trailers bound for the United States:
Before loading cargo into an ocean container, factory logistics staff must perform a mandatory 7-Point Container Inspection and enforce the VVTT Seal Inspection Protocol:
The 7-point structural inspection requires checking: (1) Front wall, (2) Left side, (3) Right side, (4) Floor, (5) Ceiling/Roof, (6) Inside/Outside doors, and (7) Outside/Undercarriage.
When evaluating an overseas supplier's C-TPAT readiness, security auditors should execute the following physical inspection workflow:
