EN 71 is a series of European harmonised standards that define the safety requirements toys must meet before they can be legally sold in the European Union. It covers everything from small parts that pose a choking hazard to flammability and the migration of toxic chemicals, and compliance with the relevant parts of EN 71 is what allows a toy manufacturer or importer to legally affix the CE mark and issue a valid declaration of conformity.
EN 71 is published in multiple numbered parts, each addressing a different category of risk, and not every part applies to every toy — which parts apply depends on the toy's materials, age grading, and functional features.
EN 71 is published in 14 parts, though in practice most toy compliance work centers on a handful of them:

Among these, EN 71-1 and EN 71-2 are considered essential for nearly every toy category, while EN 71-3 becomes critical for any toy containing paint, plastic, textile, or other material a child could mouth or handle repeatedly.1

EN 71-3 sets migration limits — the maximum amount of a substance that can transfer out of a toy material and be absorbed by a child — for a defined list of elements, commonly including lead, cadmium, arsenic, mercury, and chromium, among others. The permitted migration limits vary depending on the toy material category (e.g., dry/brittle materials vs. liquid or sticky materials vs. scraped-off materials), since the risk of ingestion differs by material type.
Products intended for children under 36 months face substantially stricter small-parts requirements under EN 71-1, since younger children are more likely to put toy components in their mouths. A toy that would otherwise pass EN 71-1 for an older age group can fail outright if it's labeled or reasonably understood to be intended for children under three — making accurate age grading one of the most consequential decisions in the compliance process, not just a marketing choice.
For over a decade, EN 71 compliance sat underneath the Toy Safety Directive (2009/48/EC). That changed on 1 January 2026, when the EU's new Toy Safety Regulation (EU) 2025/2509 entered into force, repealing the Directive.2 Unlike a directive, a regulation applies directly and uniformly across all EU member states without requiring separate national transposition — closing gaps that previously let individual countries interpret toy safety rules differently.
The Regulation's core safety framework builds on the same underlying EN 71 technical standards, but it significantly expands chemical restrictions (covering CMR substances, endocrine disruptors, allergens, PFAS, and bisphenols) and introduces requirements for digital and connected toys that the original 2009 Directive never addressed.3

One of the most consequential changes under the new Regulation is that the traditional EU Declaration of Conformity (DoC) is being replaced by a Digital Product Passport (DPP) — a machine-readable data carrier (such as a QR code) affixed to the toy, its packaging, or accompanying documents. The DPP must be issued before the toy is placed on the market and must include information such as the unique product identifier and manufacturer/economic operator ID, among other mandated data points.5Importers and distributors will be responsible for verifying that a valid DPP has been issued and that the data carrier is properly affixed — not just checking for a signed paper declaration, as under the old system.
