
RoHS Compliance refers to the EU regulatory standard that restricts the use of harmful heavy metals and phthalate chemicals in electrical and electronic equipment (EEE). Officially titled the Restriction of Hazardous Substances Directive, RoHS controls toxic material usage to protect public health and prevent environmental pollution during electronic waste recycling and disposal.
The original RoHS Directive 2002/95/EC was replaced by RoHS 2 (2011/65/EU), and later updated by RoHS 3 Amendment (EU 2015/863), which expanded the restricted substance list from 6 to 10 chemicals. All electronic goods placed on the EU market must comply with the latest RoHS 3 requirements.
RoHS compliance is a mandatory prerequisite for CE marking for most EEE products sold in the European Economic Area. Equivalent hazardous substance regulations are also enforced in California (USA), China, Japan, and South Korea for regional market access.
RoHS restrictions apply strictly to homogeneous materials — any single material layer that cannot be mechanically separated. Maximum concentration values (MCV) are calculated by weight percentage.

Under RoHS 2 (2011/65/EU), RoHS compliance became a legally required module of the EU CE marking system. No electronic product can be legally imported or sold in the EU without full RoHS documentation compliance.
Importers must complete three core compliance procedures:
Compile material declarations, component test reports, chemical BOM, and hazard assessments following EN IEC 63000 harmonized standards.
The official DoC document must explicitly reference both 2011/65/EU and (EU) 2015/863 to confirm full RoHS 3 compliance.
Print permanent CE marking on product rating labels and outer packaging before EU shipment.
The EU allows limited, time-bound exemptions for industrial applications where non-hazardous alternatives are technically unavailable. Exemptions are listed in Annex III and Annex IV of the RoHS directive and require regular renewal.

Most EU RoHS penalties and customs holds occur not from intentional violations, but from material substitution, outdated test reports, or incomplete homogeneous testing. Professional third-party RoHS inspection ensures batch consistency, validates documentation authenticity, and prevents EU border detention or market recall risks.
