Create a short model schedule before collecting attachments. Give each ordered variant its factory model, buyer model if different, capacity, electrical rating, and approved configuration reference. Record the responsible manufacturer and identify any private-label branding. These records answer different questions. The product entry identifies what is registered. The applicable product conformity evidence addresses the relevant product requirements. The shipment record identifies the goods selected for a particular consignment. A screenshot showing that a product exists in an account does not, by itself, establish that every required application has been completed or that the forthcoming invoice is covered.
Ask the applicant to show the actual document and its status, not just an email saying “SABER done.” Compare the product description, model coverage, manufacturer details, and any stated conditions with the model schedule. Then check which products are selected for the upcoming shipment. Keep the product-level evidence and the consignment-level record separately identifiable so a revised invoice does not disappear inside a general certificate folder.
For products subject to technical regulations, use the route and assessment body applicable to that product. A supplier’s suggestion to declare a regulated appliance as unregulated is not an acceptable shortcut. Resolve the classification with the importer and evaluator, retaining their documented basis. Do not infer present validity from an old temporary extension notice or from a certificate issued for an earlier order.
SASO describes national recognition as relying on an IECEE test report and certificate while taking national differences into account.
In the supporting file, distinguish the CB Test Certificate (CBTC) from the CB Test Report (CBTR). The certificate is not the full technical record. Obtain the associated report and relevant model coverage, then have the responsible evaluator confirm whether the submitted documents address the Saudi application. Review the instruction content as well as the language. A bilingual leaflet for a different model may describe controls or accessories that the buyer will not receive. Have the appropriate technical and language reviewers approve the master file, then give the inspector a visible revision identifier and clear comparison points. Treat marks and claims as controlled artwork. The factory should use the approved files applicable to the product, not copy a symbol from another customer’s carton. Specify workmanship, functional operation, dimensions, accessory checks, labeling, and packing observations that matter to the purchase. The inference is limited but consequential: correct model labels do not locate the wrong inserts. Neither the certificate folder nor a photograph of a corrected sample identifies the contents of the remaining closed packs. The buyer therefore does not assign an invented defect percentage or release cartons simply because their exterior labels look correct.

At loading, preserve the identity of the released goods. Compare carton IDs and quantities with the agreed loading set, and prevent held cartons from being substituted under schedule pressure. Document visible shipping-carton damage, unexpected replacements, and differences from the reconciled packing list. Record the actual loading observations without presenting them as a guarantee that every regulatory condition has been satisfied.
Keep a versioned release record identifying the documents used, the physical checks completed, the unresolved exceptions, and the person authorizing the decision.
