The CE Marking is a mandatory conformity mark for products sold within the European Economic Area (EEA). It serves as a visible declaration by the manufacturer or importer that the product complies with all applicable European Union (EU) health, safety, performance, and environmental protection directives. Entering the EU market without valid CE documentation exposes importers to immediate customs holds, fines, and mandatory product recalls.

A single product may fall under multiple EU directives. Importers must ensure full compliance across all relevant categories:

Essential Pillars of CE Compliance

The Technical Documentation File (TDF)

The importer or manufacturer must compile a comprehensive Technical File containing technical drawings, circuit diagrams, bill of materials (BOM), risk assessment reports, list of applied harmonized standards, and laboratory test reports. This technical file must be retained for at least 10 years after the last unit is placed on the market.

EU Declaration of Conformity (DoC)

The Declaration of Conformity is a legally binding document signed by the brand owner or manufacturer explicitly declaring that the product satisfies all relevant EU directives. A valid DoC must include:

  • Product identification (model name, batch number, serial numbers).
  • Name and address of the manufacturer or authorized EU representative.
  • List of applied harmonized EN standards (e.g., EN 55032, EN 62368-1).
  • Signature, date, and title of the authorized representative.

EU Authorized Representative (EC REP)

Under EU Regulation 2019/1020, non-EU manufacturers selling directly or via e-commerce marketplaces must appoint an Authorized Representative located within the EU. The EC REP name, postal address, and contact details must be clearly affixed to the product packaging or documentation.


On-Site Inspection and Markings Verification

Having valid test reports on file is insufficient if physical products lack mandatory markings. During pre-shipment inspections (PSI), inspectors must verify:

  1. Correct CE Logo Proportions: The CE mark must meet the minimum height requirement of 5mm and adhere to standard geometric proportions (the 'C' and 'E' circles must maintain identical sizing and spacing).
  2. Traceability Markings: Product casing and outer cartons must display manufacturer/importer name, registered trade address, model number, and batch/LOT tracking code.
  3. User Manual Language Requirements: Instruction manuals and safety warnings must be provided in the official language(s) of the destination EU member state.
