OEKO-TEX Standard 100 is an internationally standardized, independent testing and certification system for raw, semi-finished, and finished textile products at all processing levels, as well as accessory materials. Administered by the International Association for Research and Testing in the Field of Textile and Leather Ecology (OEKO-TEX), the standard guarantees that certified products are free from harmful levels of toxic chemicals and heavy metals.

For garment brands, home textile importers, and e-commerce sellers, OEKO-TEX Standard 100 serves as a universally recognized proof of human-ecological safety and regulatory compliance.


Product Classes and Risk Differentiation

The test requirements and chemical limit values under OEKO-TEX Standard 100 are categorized into four Product Classes, depending on the intended use of the textile and the intensity of skin contact:

  • Product Class I (Baby & Infants): Products for babies and toddlers up to 3 years of age (e.g., underwear, rompers, bed linen, soft toys). Requires the strictest limit values, including mandatory testing for saliva resistance.
  • Product Class II (Direct Skin Contact): Items worn with a large portion of their surface in direct contact with the skin (e.g., underwear, shirts, socks, bed sheets).
  • Product Class III (No Direct Skin Contact): Items worn with little or no direct skin contact (e.g., jackets, coats, stuffing materials, linings).
  • Product Class IV (Decoration Materials): Furnishing articles used for decorative purposes (e.g., table linen, curtains, upholstery fabrics, wall coverings).


Regulatory Alignment and Testing Scope

The OEKO-TEX criteria catalog is updated at least once a year to reflect new scientific findings and regulatory updates. According to official guidelines from testing institutes, OEKO-TEX Standard 100 compliance automatically satisfies major global legal demands, including:

  • EU REACH Regulation (Annex XVII and XIV): Restricting banned azo dyes, phthalates, nickel release, and total lead.
  • US Consumer Product Safety Improvement Act (CPSIA): Satisfying lead content limits in children's products.
  • ECHA Candidate List of Substances of Very High Concern (SVHC): Screening for over 1,000 hazardous chemicals.


Modular Certification Architecture across Supply Chains

OEKO-TEX Standard 100 relies on a modular system where certifications at earlier stages of production simplify finished product approval:

  • Yarn and Fiber Level: Raw material suppliers obtain certification for spun yarns, synthetic filaments, and natural fibers.
  • Fabric and Dyeing Level: Mills obtain certification for woven or knitted fabrics, including dye formulations, printing pastes, and functional finishes (e.g., water-repellent or anti-bacterial treatments).
  • Garment and Assembly Level: Final apparel manufacturers can achieve full product certification faster if all raw inputs (fabrics, linings, threads, zippers, buttons) already hold valid individual OEKO-TEX certificates.


On-Site OEKO-TEX Verification & Garment Quality Practice

To ensure that bulk apparel or textile production matches the claims of factory-submitted certificates, importers and quality control inspectors should apply the following verification protocol:

Step 1: Digital Certificate Validation

  • Obtain the complete OEKO-TEX Standard 100 certificate from the supplier.
  • Extract the Certificate Number and Product Class details.
  • Enter the certificate number into the official OEKO-TEX Label Check Portal to confirm validity, expiry date, certified article descriptions, and assigned product class.

Step 2: Component-Level Traceability Check

  • OEKO-TEX Standard 100 requires that every component of a garment—including outer fabric, lining, sewing threads, zippers, buttons, prints, and elastic bands—must pass testing.
  • Review the factory's Bill of Materials (BOM) against the OEKO-TEX certificate text to ensure all trims and accessories are explicitly included under the certified scope.

Step 3: On-Site Quality Control Sample Selection

  • Random Sampling: During a Pre-Shipment Inspection (PSI), randomly select finished garments from packed cartons.
  • Chain-of-Custody Sealing: Instruct the inspector to seal representative garment samples with tamper-evident tape and ship them directly to an accredited laboratory (e.g., Shirley Technologies, Testex, or Hohenstein) for spot verification testing if suspect dyes or chemical odors are detected.
