The Forest Stewardship Council (FSC) is an international non-profit organization that promotes responsible management of the world's forests1. For global importers, sourcing FSC-certified products is not only a core sustainability goal, but also a vital legal shield against stringent international regulations, such as the US Lacey Act and the European Union Deforestation Regulation (EUDR), which mandate strict timber supply chain traceability3.


FSC Claim Types and Label Grades

FSC categorizes certified materials and final products into three distinct label claim types, depending on the percentage and status of organic forest inputs:

  • FSC 100%: Products made exclusively from 100% certified material originating from FSC-certified forests. Standard label code: FSC 100%.
  • FSC Mix: Products made using a blend of materials from FSC-certified forests, recycled materials, and/or FSC Controlled Wood. A minimum of 70% of the material must be FSC-certified or recycled.
  • FSC Recycled: Products made entirely from reclaimed or recycled post-consumer or pre-consumer reclaimed fibers, reducing pressure on standing natural forests.


Chain of Custody (CoC) Certification Framework

The FSC Chain of Custody (CoC) certification traces wood-based raw materials from the forest through every processing stage, manufacturing operation, and distribution channel up to final packaging [1]:

  • System Coverage: Any legal entity that takes physical or legal ownership of certified goods and processes, converts, or repackages them must hold an active FSC CoC certificate (FSC-STD-40-004).
  • Transfer Systems: Factories must operate an accredited inventory bookkeeping system using one of three approved methodologies: Transfer System, Percentage System, or Credit System.
  • Controlled Wood Rules: Non-FSC wood mixed into FSC Mix products must pass FSC Controlled Wood standards (FSC-STD-40-005) to guarantee it does not originate from illegally harvested forests or areas violating civil rights.


Regulatory Alignment: Lacey Act and EUDR Compliance

FSC CoC certification acts as a primary compliance mechanism for international timber trade laws:

  • US Lacey Act: Mandates that importers declare the botanical species name, quantity, value, and country of harvest origin for all wooden products to prevent illegal logging trade.
  • EU Deforestation Regulation (EUDR): Requires companies placing cattle, cocoa, coffee, oil palm, rubber, soya, and wood on the EU market to perform strict due diligence, including geolocation coordinates of the land plots where the raw timber was harvested.


Practical Module: On-Site FSC Verification & Quality Inspection Practice

To protect against fraudulent FSC claims and illegal timber substitution during mass production, quality control teams must enforce the following verification workflow:

Step 1: Digital Certificate and Chain-of-Custody Audit

  • Obtain the factory's FSC Certificate Code (format: XXX-COC-XXXXXX) and License Code (format: FSC-CXXXXXX).
  • Verify active status directly on the official FSC Public Search Database.
  • Check the certificate scope to ensure the exact product group (e.g., W5 Solid Wood, W8 Furniture, P5 Packaging) is explicitly covered under the certified scope.

Step 2: Transaction Claim Verification via Invoices

  • Request the factory's incoming raw material invoices and delivery notes from certified sawmills.
  • Confirm that the incoming invoices display the exact FSC claim statement (e.g., "FSC Mix 70%") alongside the raw material supplier's valid FSC CoC license code.

Step 3: Physical Product Labeling and Mass-Balance Audit

  • Label Verification: Ensure the physical FSC trademark logo on the product packaging contains the FSC ribbon logo, claim type (100%/Mix/Recycled), product group description, and valid FSC License Code.
  • Mass-Balance Audit: Reconcile total raw timber input weights against finished product output volumes to ensure the factory did not mix unapproved non-certified timber into FSC production batches.
