FCC Equipment Authorization

FCC Equipment Authorization is the mandatory compliance review and approval regime enforced by the U.S. Federal Communications Commission (FCC) for electronic products generating radio‑frequency energy. Governed under Title 47 of the Code of Federal Regulations (CFR), this program regulates electronic devices that emit radiofrequency (RF) energy. The goal of FCC regulations is to prevent harmful interference to radio communications and ensure electromagnetic compatibility across public and commercial frequency spectrums.

Under 47 CFR § 2.803, any radiofrequency device imported, marketed, leased, or sold in the United States must comply with the appropriate FCC authorization procedures prior to commercial distribution.

Intentional vs. Unintentional Radiators

The authorization pathway depends on how the device generates and transmits radiofrequency signals:

Unintentional Radiators (e.g., USB drives, LED lights, power adapters, wired computer peripherals): Devices that internally generate RF signals for internal operation but do not intentionally radiate radio waves. Authorized via Supplier's Declaration of Conformity (SDoC) or formal Certification.

Intentional Radiators (e.g., Bluetooth speakers, Wi‑Fi routers, cellular IoT devices, wireless microphones): Devices designed to broadcast radiofrequency energy. Mandatory authorization via formal FCC Certification.


Authorization Pathways: SDoC vs. FCC Certification

According to FCC official rules and guidance, the FCC defines two primary compliance procedures:

Important note for SDoC: A responsible party physically located within the United States is mandatory for SDoC compliance. This US‑based entity takes legal accountability for product conformance.


Modular Transmitter Approval for Wireless Integration

When designing smart hardware or IoT electronics, manufacturers frequently utilize pre‑certified wireless modules to reduce testing costs and time‑to‑market:

Full Modular Approval: A wireless module (e.g., Bluetooth or Wi‑Fi chip) tested as an independent unit with its own shielding, power supply regulation, and integrated antenna.

Note: Limited Modular Approval is also available for modules that cannot satisfy all full‑modular conditions. Limited modular integration imposes additional constraints and may require supplementary testing on the final host product.

Host Integration Requirements: An importer using a pre‑certified module must ensure the module is integrated strictly according to the manufacturer's grant conditions (e.g., antenna gain limits and minimum separation distance).

Host Labeling Rule: The exterior host product must display the statement: "Contains FCC ID: [Module FCC ID]".


Practical Guidance: On‑Site Verification & Customs Compliance Practice

To prevent customs seizures at US ports of entry under FCC Importation Rules, importers must implement strict physical and documentation verification:


Step 1: FCC ID Database Verification

For wireless products requiring Certification, obtain the FCC ID (composed of a 3 to 5 character Grantee Code followed by an Equipment Product Code).

Verify the Grantee Code and product details directly on the official FCC ID Search Database.

Download the official Grant of Equipment Authorization and confirm that technical specifications (frequency bands, output power) match the production SKU.


Step 2: Physical Marking & Packaging Inspection

Ensure the FCC ID is permanently laser‑etched, molded, or printed on device housing. Durable adhesive labels are permitted only for hidden locations such as inside battery compartments; removable stickers on outer casing do not satisfy FCC permanent marking requirements.

Two‑Part Compliance Statement: For Part 15 devices, verify that the mandatory 2‑part statement is present on the device or user manual:

"This device complies with part 15 of the FCC Rules. Operation is subject to the following two conditions: (1) This device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation."
